The Cybersecurity Support Specialist will provide support to a robust Information Assurance (IA) program that conducts IA/Cybersecurity activities in support of the client’s IT system’s (networks, enclaves, systems and tools on DoD networks), users and customers. IA involves supporting the DoD IA Certification and Accreditation Program (DIACAP), and the transition to the National Institute of Standards and Technology (NIST) Risk Management Framework (RMF) Assessment and Authorization (A&A), IA training, and unit IA inspections. The client IA program is also responsible for Unit Software License Manager (USLM) functions and supports the client IT Acquisition, Finance & Requirements Manager to ensure that the client remains compliant with all software licensing rules and regulations. Duties include:
Facilitating the Information Assurance Officer (IAO)/Information Assurance Manager’s (IAM) efforts in the accomplishment of the DIACAP process for networks, enclaves, systems, and tools of the IT system, which stand in support of JIOWC’s goals, priorities, and objectives for all capabilities acquired, deployed, and sustained.
Assisting the IAO/IAM’s efforts in the transition to the National Institute of Standards and Technology (NIST) Risk Management Framework (RMF) Assessment and Authorization (A&A) process.
Assessing the effectiveness of the security controls that have been implemented in the networks, enclaves, systems, and tools.
As required, advising the IAO/IAM’s efforts in developing C&A packages in the Enterprise Mission Assurance Support Service (eMASS) tool on SIPRNet, and the Enterprise Information Technology Data Repository (EITDR).
As required, facilitating the IAO/IAM’s efforts in authoring, editing, and/or updating Information System Security Plans (ISSPs), and the Defense Information Systems Agency (DISA) system’s documentation (e.g. DISA Commercial Internet Service Provider (ISP) waivers).
Facilitating the IAO/IAM’s efforts in maintaining the Software License Management Program in support of the IT Acquisition, Finance & Requirements Manager.
As required, assisting the IAO/IAM’s incident response team with response management, reporting, evaluation, data recovery
efforts, audits, and problem resolution.
As required, providing training to security staff on all information assurance/cybersecurity policies and processes.
Participating in conferences, technical interchange meetings, and user group meetings as a representative of the command.
Maintaining up-to-date knowledge on standards for all of the organization’s networks to ensure that all products submitted for publication are site-compatible and meet current Federal, DOD, AF, JIOWC, and Intelink standards (e.g. the Department of Defense Intelligence Information System (DoDIIS) – Joint Security Implementation Guide (DJSIG)).
Requirements:
The contractor personnel performing Cybersecurity tasks shall possess 7 years of experience in Cybersecurity program administration, certification and the accreditation of systems. Similar requirements include:
A minimum of 3 years of experience with the DoD IA Certification and Accreditation Process (DIACAP).
Knowledge of, and training in, the DoD Risk Management Framework (RMF) Assessment and Authorization process.
A minimum of 3 years of experience with Cybersecurity Incident Response and management.
Possession of a DoD-approved IA baseline certification (Expired certifications are not to be considered in the personnel qualifications).
The ability to work with a wide variety of people, including civilians, military personnel, other government contractors, and industry representatives—often while under pressure—with a particular emphasis placed upon interpersonal skills, including but not limited to: rapport-building, listening and questioning.
The ability to ensure information is technically correct, accurate, and complete; to prepare and present briefings, and accurate, comprehensive reports to appropriate personnel.
Knowledge of, and experience in, Microsoft operating systems, a wide range of standard office automation products (e.g. Microsoft Office), and web browser applications.
